You could try one of these three products

Nu-Stock it is a medicated salve that treats wound sbut also will help hair grow back , MTG is a liquid you could rub into it, works wonders fro brining the hair back or Eqyss has a product called mega Tek Coat Rebuilder. It works awesome and will also help the mane and tail grow thicker if you wnated to use it for that too! The Eqyss product is an all natural one that though slightly expensive it is well worth it. If the scrape is only quarter sized, he should be fine to be ridden unless it is a deep wound with no skin, but since you sya there is some hair coming in i belive he will be fine. If you want to protect it while you ride, put a little salve on it and then put a gauze pad over this. saddle up like normal. This will medivate it as you ride and also provide xtra cushion to the wound:)

My horse Huck, who is barely 6, loves to goof off with his buddies in the field, and gerts bitten all the time. Put baby oil on it and the hair should grow back in 2-3 weeks. Make sure to keep the new hair brushed clean or it will all fall out again.

Congrats on your new horse!

you don't say exactly where this scrape is, nor do you say if it had lost skin as well as hair. You say that the hair is starting to grow in and is the size of a quarter. If the area has already started to grow hair and does not look angry or sore, and the saddle will not aggrivate the particular spot I would think that riding him would not be a big deal. In a couple of weeks you will not notice the spot at all.

I'd keep in medicated...don't use baby oil that is not going to make the hair grow back any faster...make sure it is clean and medicated and it will grow back soon. I would tend to want to leave the area free from saddles, tack so it would have some time to heal.

One of my haflingers developed sweet itch when he was five and the first summer he got it, he got it really bad, so putting a rug on him was pointless, so he was just getting cuts and scrapes everywhere. Because he was young (greenbroke) he needed riding often, but i was concerned like you incase the saddle aggrivated his sores. To heal the open sores i used sudacrem, but it sounds like you don't need this. But to make his hair grow back quicker i used a hair growth syrum:

hair growth syrum i use:

also if the skin is dry i use baby oil, it helps scabs stop being itchy! It takes about 1-2 week for the hair to grow fully back. However i was still concerned that i wasn't riding him enough because of his cuts. If the skin on your horses back isn't broken then i will recommend that you can ride him, if the skin is grey and not pink then he should be fine (if its grey then the skins hardened back up) but if you still thnk the saddle will rub and you need to ride him then use a sheeps wool numnah:

numnah:

the numnah will protect the back from any rubbing if you haven't already got one. good luck with your new horse!

I would try uisng a sheepskin pad (I don't know if you ride english or western), but in the Dover catalouge they have some more affordable sheepskin half pads that are great for sore backs, but if the cut isn't too bad, I would just use a nice thick saddle pad and not worry about it, it it's pretty small it problbly won't take much time to heal. Also go to your local tack/feed store and look for wound care products with aloe vera in them because it is a natural healer.

I am totally sold on MTG gel. It was suggested to me by a customer at the store and I will not be without it. I had a rub caused by a saddle pad within 1 week it was growing new hair, within 1 month you couldn't even tell there was a rub and I mean a rub that left him bald.

Believe it or not, I found the best thing to make hair grow back on my horses, and stopped the hair, in dark areas, not growing back white, like sometimes happens, I used tea tree oil. It can be found in most Health Stores. I had show horses and was always looking for the best solutions, and stubled across this by accident and used it, even on large cuts. Good luck. As far as riding George, it depends if the saddle is hitting where the sore is, and even if it is, I don't feel that easy short rides would hurt him. Just make sure there is plenty of padding under the saddle. I would suggest a fleece pad on on his back under another one if it was me. Happy healing.
